Dr. José F. Papí

Background

He holds two Master's Degrees (E-3: Economic & Business Sciences, Law) from Universidad Pontificia de Comillas–ICADE (Spain), an Executive Master in International Business from ESIC Business School (Spain) and a PhD in Civil Engineering from Universidad de Burgos (Spain). He was also the 1st European completing the TLGC Certificate jointly organised by 12 U.S. Universities, where he specialised in Quantitative Methods, Transportation Security, Public Transportation, and Transportation Planning & Environmental Compliance.

Relevant Experience

In the past he worked for the Directorate-General for Transport of the European Commission, for the Spanish Road Association, for Dragados (leading the EU Representative Office of the construction division of the world’s largest transport infrastructure operator, ACS Group), for the European Union Road Federation - where he first held the position of Head of Office to then become its Secretary General - and for the CIDAUT Foundation, a leading Spanish research centre in transport & energy. He also served as Director General of the Spanish Road Technology Platform, a body supervised by the Spanish Ministry of Economy.

He has participated in 34 EU-funded R&D projects, having acted as Director in 13 of them. In addition he has conducted an extensive consulting activity as a transport & mobility specialist in Eastern Europe & Northern Africa (EU, WB).
